Louisiana Gov. John Bel Edwards on Wednesday declared a state of emergency across Louisiana as it prepared for a storm that might become a hurricane. Up to 15 inches of rain on Friday and Saturday may result in overtopped Mississippi River levees south of New Orleans. Several parishes have ordered evacuations ahead of anticipated rainfall and storm surge.
